One of the two leaders of the Black Dragon Ninjas and a wanted man with twenty thousand Cats on his head from the Holy Nation — but the one actually holding the gang together is his partner Dimak.
Buzan is one of the two leaders of the Black Dragon Ninjas, a male Scorchlander. Together with his partner Dimak he holds the Tower of Ninjas in the north-eastern corner of the Border Zone, with at least ten Black Dragon Genin around him.

The wanted notice
The Holy Nation has put a bounty of roughly 20,000 Cats on him for multiple counts of murder, robbery, assault, arson and kidnapping. The poster is distinctly ungenerous about his appearance: he walks with a limp, and it pairs that with a "sluggable face".
Beyond his personal notice there is a second poster listing him alongside Dimak as the "Black Dragon Duo", describing the two as "a purely blackened couple who have left a trail of corpses along their path" and noting that they were most recently sighted raiding caravans in the swamplands — 20,000 Cats per head.
Strength and role
Buzan's figures put him in the middle of the pack: Strength around 31.5, Toughness 35, Dexterity 38.5, with all six weapon skills and both melee attack and defence sitting around 35, and Athletics at 42. His real weak points are Perception (1), Dodge (4.2) and Martial Arts (3.5) — in other words he relies entirely on standing and trading blows, and once crossbows or several opponents at once are involved he has very little room to manoeuvre. His Assassination of 17.5 does at least fit the ninja billing.
For equipment, he permanently carries two Ninja Blades on his back, and wears Ninja Rags, Drifter's Leather Pants and Wooden Sandals; there is a 95% chance the armour is merely [Standard] grade. His held weapon is one of three assorted blades by the Ancient manufacturer, each at one-third probability.
Worth noting: the Meitou-grade ninja blade is in Dimak's hands, not Buzan's. Players after the top-tier ninja blade need to pick the right target.
Second in command in his own tower
The Black Dragon Ninjas live off protection money, and any outpost that does not pay gets sacked. If the player builds an outpost within 4,500 metres of the Tower of Ninjas, the gang will come raiding — but in the game's settings, the condition that triggers those raids is Dimak being alive, not Buzan.
The same gap shows up in combat power and equipment. On the data, Buzan looks less like the brains of the pair than like a second head to collect. One reading holds that this is exactly why he was given the "Traitorous" personality — characters with that personality tend to look after themselves when a fight turns against them. The game, however, never writes him any dedicated act of betrayal, so this remains speculation.
As for who the "Makky" of his line is, the game never explains it from beginning to end. Some guess it is a pet name for Dimak, but there is no textual support for that either.
Practical notes
- The moment you set foot in the Tower of Ninjas the whole gang turns hostile and opens fire, and there are four crossbow turrets on the roof operated by Genin.
- They will also attack rabble such as the Dust Bandits, so it is possible to deliberately lure a pack of bandits into the tower to act as a meat shield.
- The tower's structure is all but identical to that of the Shinobi Thieves, so being familiar with one means being familiar with the other.
- The location of the Tower of Ninjas can be marked directly on the map by reading a Tech Hunter map.
