Cat-Lon's own faction. It is found only in the Ashlands and cannot be allied with. It is not the same faction as the Second Empire — relation +100, but a separate entry.
Second Empire Exile is Cat-Lon's faction. They exist in exactly one place on the map — the Ashlands — and there is nothing the player can do to ally with them.
Not the same as the Second Empire
The names are close, but these are two separate faction entries. The Exiles hold a +100 relation towards the Second Empire — as close as the game's scale goes — and are still filed apart. That gap is the point of the faction: the empire is gone, and what is left is the branch banished into the ash.

Ground
They patrol no zones — there are no homeless spawns for them. The faction controls exactly one location: Cat-Lon's Exile. No town override hands them a settlement either.
