Floodland Ruins is a faction label used only to mark who owns a building, applied to a handful of ruins in the Floodlands.
What makes it unlike most factions: it has no patrols and spawns no roaming squads at all. Every character you actually run into out there is likely to belong to the Old Machines.
What it holds
Empty Ruins, the Leaning Tower and the Ruined Tower — all three in the Floodlands.
No town overrides are attached to the faction, so none of it changes hands with a World State.
One thing that does not line up
Oddly, a single ruin under this faction is found in the Stenn Desert, which is nowhere near the Floodlands.
The game offers no explanation, and it looks like a leftover in the data. Recorded as found, with no extrapolation.
