Blue Eyes is a wanted criminal of the United Cities, found in Mourn and usually in the bar.
The wanted poster
WANTED: Blue Eyes Race: Greenlander / Scorchlander — Gender: Female Fugitive wanted for crimes of fraud, extortion, smuggling, impersonation of an official, trickery and theft. Responsible for scamming countless United Citizens out of millions of Cats. Master of disguise with an everchanging appearance, however also a known braggart and drunkard whose loud mouth will certainly be her downfall; recommend hunters search not with eyes, but with ears peeled. REWARD: 10,000 Cats
The poster hands the player an unusually direct hint: she brags loudly about her exploits in the bar, which makes her far easier to identify than most randomly generated targets.
She cannot actually fight
A 10,000-cat bounty suggests a dangerous target. Her stat sheet says otherwise:

And she spawns with no weapon at all. The wiki records this as an oversight: she is supposed to carry a Jitte, but the quantity setting on that weapon spawn is 0, leaving her unarmed.
What is actually valuable on her is the outfit: Specialist-grade (5% chance of Masterwork) Ashlander Stormgoggles and Trader's Leathers, plus Bloodrum, Sake and an Advanced First Aid Kit.
The note in the swamp
In The Swamp the player can find an item called the Note From Blue Eyes, in which she writes about making it to the swamps. It is one of the game's examples of a bounty target tied to a piece of readable loot — you may find the note long before you ever meet her.
